What happens if you wait
- 01
Your stay keeps counting down.
While you wait for a new passport, your permitted stay keeps running. Overstaying costs 500 THB a day, up to 20,000 THB.
- 02
No police report, no progress.
Immigration needs the police report to transfer your visa, and the Thai Ministry of Foreign Affairs needs it to issue an emergency document.

- 03
No embassy letter, no visa transfer.
Immigration requires a letter from your embassy asking it to transfer the stamps to your new passport. A new passport alone is not enough.

The online 90-day report won’t work.
After a passport change the online service does not accept your report. The first one is filed in person or by an authorised person.
How you replace your passport and visa
The procedure under the rules of the Thai Immigration Bureau, the Thai Ministry of Foreign Affairs and the Russian Ministry of Foreign Affairs. Checked on 17 October 2026.
Requirements change. We check them against official sources before every application.
-
First: a police report
Report the loss or theft to the Thai police and get a police report. Immigration needs it to transfer your visa, and the Thai Ministry of Foreign Affairs needs it to issue an emergency document. The Tourist Police hotline is 1155.
-
A new document from your embassy
Only your own country can issue a passport. If you are staying in Thailand, you need a new passport. If you are flying home, you can get a temporary travel document instead — each country has its own rules. Russia has an embassy in Bangkok and a consulate general in Phuket.
-
Russian citizens: certificate of return
A temporary document for entering Russia in place of the lost passport. It takes 2 calendar days from registration of the application if no additional check is needed. If documents are missing and your identity needs an extra check, up to 10 calendar days.
-
If all your documents are gone
The certificate of return needs an application, 2 photos 35×45 mm and your Russian internal passport if you have it with you. If not, your identity can be confirmed by written statements from at least two Russian citizens. Each of them submits the statement in person at the consulate, where it is certified.
-
Embassy letter for immigration
When you collect the new passport, ask your embassy for a letter to the Immigration Bureau requesting the stamp transfer. The letter is on immigration’s list of required documents.
-
Visa transfer at immigration
In Bangkok, you apply at the lost passport counter of Immigration Division 1. If you have extended your stay before, you can apply at the office where you filed your last extension. In the provinces, the local immigration office takes the application. The officer checks the database for your legal entry and transfers your visa and entry stamp to the new passport.

No embassy in Thailand: Emergency Certificate
If your country has no embassy or consulate in Thailand, the Thai Ministry of Foreign Affairs in Bangkok issues an emergency document. You need a police report, 3 photos and a confirmed ticket. The fee is 300 THB; it takes 1 working day after a complete application.

-
After the change: 90-day report in person
The first 90-day report with a new passport is not accepted online. You file it at the immigration office for your area, in person or through an authorised person; after that you can report online again.

Frequently asked questions
What should I do in the first few hours?
Think back to where you last saw your passport, then report it to the police. The Thai Tourist Police hotline is 1155. Find a photo or copy of the passport if you have one, and message us — we’ll make a plan for today.
Do I need a police report if the passport was lost, not stolen?
Yes. Without a police report, immigration will not transfer your visa to the new passport, and the Thai Ministry of Foreign Affairs will not issue an emergency document.
My visa was in the old passport. Is it gone?
No. Immigration transfers your visa and entry stamp to the new passport once the database confirms you entered legally. You need the police report, the new passport with a copy and the embassy letter.
Where do I go to transfer my visa?
In Bangkok, to the lost passport counter at Immigration Division 1. If you have extended your stay before, you can apply at the office where you filed your last extension. If an extension application is pending, the section handling it transfers the stamp.
How long does a Russian certificate of return take?
Under the Russian Ministry of Foreign Affairs rules, 2 calendar days from registration of the application if no additional check is needed. If documents are missing and your identity is checked further, up to 10 calendar days.
How do I prove who I am if all my documents are gone?
Russian citizens can confirm their identity with written statements from at least two Russian citizens. Each of them submits the statement in person at the consulate, where it is certified. We help you organise it.
My permitted stay is ending and I still have no passport. What now?
Your permitted stay does not pause. Overstaying costs 500 THB a day, up to 20,000 THB. Message us early and we’ll suggest a legal option for your situation. If your stay has already expired, see our overstay page.
Does TM.30 need to be filed again?
TM.30 is filed by the landlord or hotel within 24 hours of your arrival, and the form includes your passport number. After a passport change we check the details and, if needed, ask the landlord to file a notification with the new number.
I had a re-entry permit. What happens to it?
We check with immigration whether it is transferred to the new passport or must be issued again. The government fee for a new permit is 1,000 THB for a single entry or 3,800 THB for multiple entries.
What if my country has no embassy in Thailand?
The Department of Consular Affairs of the Thai Ministry of Foreign Affairs in Bangkok issues an Emergency Certificate. You need an application, 3 photos taken within the last 6 months, a confirmed ticket and a police report. The fee is 300 THB, and it takes 1 working day after a complete application.
